ACTIVITIES

In Oldenburg (Oldb) your dog may run off leash on seven off-leash areas designated by the city and in an off-leash zone in the Eversten Holz; the city explicitly describes only the area at the Drielaker See as fenced. This guide covers the city in Lower Saxony, not Oldenburg in Holstein. Everything here comes from the pages of the City of Oldenburg, the state of Lower Saxony and the VBN transport association.

dog meadow is therefore not automatically an off-leash area: free running applies only inside the designated, signposted area. The directory of dog-friendly places in Oldenburg lists more destinations; this guide explains the rules that go with them.

Fenced dog park in Oldenburg: which area has a fence?

The city lists these off-leash areas, each marked with signs and with bins nearby:

Fenced dog park in Oldenburg: which area has a fence?8 Einträge
Off-leash area Note from the city Fence according to the city
Drielaker See Equipped with play elements for dogs Yes, fenced since 2024
Großmarktstraße Sometimes unusable, for example during events Not stated
Flötenteich The cycle and footpath and the green strip between path and pond are not part of the area Not stated
Weser-Ems-Halle Sometimes unusable, for example during the Kramermarkt or circus events Not stated
South of the sports grounds at Kennedystraße No special note Not stated
Schulzentrum Kreyenbrück No special note Not stated
Harreweg No special note Not stated
Off-leash zone in the Eversten Holz Leash required during breeding and rearing season, otherwise free running in the zone Not stated

"Not stated" does not mean "no fence". The city only writes that signs, fences where they exist and the edge vegetation mark the boundary of the area. If your dog must reliably stay inside, look at the area before the first off-leash visit or stick to the fenced area at the Drielaker See.

Outside the marked area a leash is required. Bring your own waste bags; the city only provides the bins next to the signs. Check the current status on the city page "Mit dem Hund unterwegs", which also links an overview map as a PDF.

Leash rules in Oldenburg: where you must always leash

Besides the off-leash areas, the city lists places with a year-round leash requirement. These include the inner city (Schlossplatz, Heiligengeistwall, Staulinie, Poststraße, Theaterwall), the Schlossgarten, all cemeteries on the list, the Eversten Holz, the Haarenniederung, Everstenmoor, Der Gerdshorst and Blankenburger Holz with Klostermark.

Dogs are banned entirely from four areas, all year: Bornhorster Huntewiesen, Wüschemeer, Dobbenwiese, and the sports fields and Finnenbahn at the Hundsmühler Höhe. The Dobbenwiese looks like an ideal dog meadow, but it is not.

The legal basis is the city ordinance on taking dogs into public spaces and the Lower Saxony Forest and Landscape Act (NWaldLG). The state dog act, the NHundG, mainly sets owner duties. According to the state FAQ, every dog in Lower Saxony needs a microchip and liability insurance, and first-time owners need a proof of competence. If you only visit with your dog, the chip and insurance still apply, but you do not need the competence certificate.

Breeding and rearing season: 1 April to 15 July

From 1 April to 15 July, dogs must be on a leash in forests and open countryside in Lower Saxony. The city publishes its own list, including Hausbäkenniederung, Mittlere Hunte, Tegelbusch, Kleiner and Großer Bürgerbusch, Swarte Moor, Drielaker See, Tweelbäker See, Wunderburgpark, Heidbrook and Hundsmühler Höhe.

In the growing season you should avoid habitat areas, compensation areas and pastures with your dog if possible. For the Eversten Holz the city says explicitly: the off-leash zone applies from 16 July to 31 March, and during the breeding and rearing season you must leash there too. For the other off-leash areas the city names no such exception. Follow the signs there.

Three day trips with your dog in Oldenburg

Eversten Holz. The off-leash zone is signposted at seven entrances, and leaving the zone is also signposted. Outside the zone a leash is required all year, and during the breeding and rearing season in the zone as well. More forest and park destinations are in the directory under parks and forests in Oldenburg.

Drielaker See. The fenced off-leash area is the destination here. The fence applies only to that area: around the lake the city has listed a leash requirement for the breeding and rearing season. Plan the way to the area on a leash.

Flötenteich. The off-leash area does not include the cycle and footpath or the green strip between the path and the pond. The way to the area is not part of it, so leash up there.

Swimming with your dog in Oldenburg

We found no officially designated dog swimming spot for Oldenburg (Oldb). Swimming with a dog is therefore not designated, so check the signs at the water. If there is a blue-green algae warning, keep your dog out of the water. More in our guide to swimming with your dog at lakes and the sea.

Dogs on buses and trains: VBN and VWG

In Oldenburg the VWG buses run under the VBN fare. A dog does not automatically ride free there. According to the VBN fare rules 2026:

  • A dog without a carrier must be on a leash. You pay the fare of a child single ticket.
  • With a day ticket (TagesTicket) you may take a dog instead of a child. With a 7-day ticket, monthly ticket or MIAplus this applies on weekday evenings from 7 pm, at weekends and on public holidays; everyone must start the journey together.
  • The Deutschland-Ticket does not include free carriage. For the dog you need a regular ticket where the journey is chargeable.
  • You need a muzzle if your dog poses a potential danger to other passengers.
  • Small animals up to the size of a cat in a closed container travel free.

Staff can exclude dogs that are dangerous. Buy the dog's ticket before the ride and ask the operator if in doubt.

Café and restaurant with a dog: call ahead

Confirmed as dog-friendly in the Souldog map data in Oldenburg are, among others, the cafés Pfefferprinz, La Molienda Kaffeerösterei and Kaffee Hamburg and the restaurants Ratskeller Oldenburg and Enfant Terrible. Before you go, ask briefly whether this also applies indoors, as house rules change. You can see all confirmed places on the Discover map in the Souldog app.

We did not find a dog café in the strict sense for Oldenburg (Oldb). Also ask every venue three things: Does the permission apply indoors or only on the terrace? Is there space for you on that day? Can your dog lie where it does not block walkways or bother other guests? More tips in our guide to dog-friendly cafés in Germany.
