ACTIVITIES

Oberhausen with a dog means: a leash in public parks, off-leash running on the city's eleven designated dog areas, and a shopping centre that welcomes dogs on a leash. The city sets its own leash rule for green spaces, and the NRW Dog Act applies on top.

Leash laws in Oberhausen: what rules apply to dogs?

In short: In Oberhausen your dog stays on a leash in all public green spaces, fenced or not. The city ordinance and the NRW Dog Act cover this together. In parks, your dog may only run free on the designated off-leash areas. Large dogs from 40 cm or 20 kg also stay leashed on streets in built-up areas.

The City of Oberhausen's ordinance (German) of 14 December 2017 goes further than state law here. Section 4(4) says: in public green spaces that are not enclosed, you keep your dog on a suitable leash. The only exceptions are the off-leash areas listed in annex 2. The city expressly counts the meadows and wooded patches inside parks as part of the green space.

For enclosed parks, the NRW Dog Act applies. Section 2 requires a leash:

  • in pedestrian zones, main shopping areas and similarly busy streets and squares,
  • in publicly accessible, enclosed parks, gardens and green spaces, except designated dog areas,
  • at assemblies, parades, fairs and other events with large crowds,
  • in public buildings, schools and kindergartens.

For large dogs, meaning from 40 cm height at the withers or 20 kg, section 11 adds: inside built-up areas they stay leashed on public streets, paths and squares. Dangerous dogs and certain listed breeds have further duties.

Some places are off limits entirely. Under section 4(2), animals may not be taken into cemeteries, children's playgrounds, school grounds, kickabout pitches, play and sunbathing areas, or swimming and sports facilities, not even on a leash. The ordinance only exempts guide dogs for blind people. And whatever your dog leaves on streets and in public grounds, you pick up right away.

Where are the dog parks in Oberhausen?

Annex 2 of the ordinance lists eleven off-leash areas. According to the city's page on off-leash areas (German), they are marked with signs. Bauerfeld and Sühlstraße are fenced, Buchenweg partly.

Where are the dog parks in Oberhausen?11 Einträge
Off-leash area Location according to the ordinance
Bauerfeld meadow on Bauerfeld street, fenced, gate on the street
Sühlstraße fenced meadow, gate set back from the street
Buchenweg meadow, access between house numbers 181 and 189
Herderstraße meadow at the turning area, green strip towards Mülheimer Straße
Max-Planck-Ring meadow and shrubs, access between numbers 64 and 66 a
Brücktorstraße meadow next to the civil protection site, Brücktorstraße 38
Lessingstraße sloping meadow behind the Kleinebrinkshof
Arminstraße meadow between Burg Vondern and Wiesenstraße
Schwarzwaldstraße forest meadow behind the dog sports ground
Schmachtendorfer Straße meadow behind the pond, north of the sports hall
Rosenstraße area behind the park and ride at Ruhrorter Straße, by the canal path

The city's leaflet is older than the ordinance and lists some different areas. So check the sign on site before you unclip the leash. According to the city, dangerous dogs under section 3 of the NRW Dog Act may not run free on the off-leash areas either.

Off-leash running applies on the designated area, not in the park around it. On the way there, the leash stays on. When you arrive, look at how many dogs are already playing and whether that suits yours today. Bring your own poop bags and water. For tips on choosing, see our guide to a dog park near you.

Forest and breeding season

NRW has no general leash rule in forests. On forest paths your dog may run free if it comes when called and stays in sight. If you leave the path, the leash goes on. In nature reserves your dog always stays on a leash, and you both stay on the paths. That is how Wald und Holz NRW (German) describes it.

One point matters in Oberhausen: under the city ordinance, wooded patches inside a park count as green space. There, the city's leash rule applies, not the forest rule.

For the breeding and rearing season, Wald und Holz NRW names no statewide legal leash rule, but it recommends leashing dogs on paths as well to protect wildlife. Follow that, even if your dog recalls reliably.

Day trips with a dog in Oberhausen: three ideas

Kaisergarten and the animal park

Behind Schloss Oberhausen lies the Kaisergarten park with its animal enclosure, the Tiergehege. According to the Tiergehege im Kaisergarten (German), dogs may come in on a short leash. Entry is free, and in winter the enclosure is open from 10 am to 5 pm. In the park itself, the city's leash rule applies. Dogs are not allowed on the playgrounds. According to the Tiergehege, buses 956 and 966 run from the main station to the Schloss stop.

Westfield Centro and the Gasometer

Centro with a dog works: the Westfield Centro service page (German) says dogs on a leash are very welcome. The house rules (German) of 18 August 2026 contain no ban on dogs. Whether a single shop lets your dog in is best asked in the shop.

A few steps further on, that changes: according to Gasometer Oberhausen (German), dogs may not come inside. Only assistance dogs are allowed. For an exhibition at the Gasometer, your dog is better off staying at home.

Revierpark Vonderort

Revierpark Vonderort sits on the border with Bottrop. According to the Freizeitgesellschaft Metropole Ruhr (German), it covers 32 hectares with a 4 km circular path. As a park, it counts as one of the green spaces where the city requires a leash. Your dog may not enter the outdoor pool or the sports areas. For more ideas, see our overview of day trips with a dog in Germany.

Can my dog swim in Oberhausen?

We found no designated dog swimming spot in Oberhausen. Section 8 of the city ordinance prohibits bathing in publicly accessible waters outside approved outdoor pools. It does not deal with dogs separately.

On the Rhein-Herne-Kanal, shipping adds to the risk. The Wasserstraßen- und Schifffahrtsamt Westdeutsche Kanäle (German), the federal waterways office in charge of the canal, calls swimming in canals life-threatening. Bow and stern waves from ships can push swimmers against sheet piling or stone embankments. Do not let your dog swim in the canal. What else to keep in mind near water is covered in our guide to swimming with your dog at lakes and the sea.

Buses and trains with a dog

Oberhausen is in the VRR area, and the city's transport company is STOAG. With a valid VRR ticket, your dog travels free, even several dogs, within the ticket's area of validity. It must be supervised by a suitable person, kept on a short leash and stay on the floor. If it could put other passengers at risk, it needs a muzzle. That is what the VRR help page (German) says. According to the Gasometer, you reach Centro and the Gasometer from the main station to the Neue Mitte stop.

How other cities compare is shown in the comparison of dog rules in German cities.
