Where can your dog run off leash in Osnabrück? The designated off-leash area, the leash rules across the city, what applies on buses and three day-trip ideas.

Dog-friendly Osnabrück means above all one designated off-leash area at Haster Weg, and a leash in the city centre, the Bürgerpark and the forests. According to the city's map service it is the only off-leash area in the city. Outside the leash zones your dog may generally run without a leash, as long as you keep control. From 1 April to 15 July a leash is also required in open countryside.
snabrück has no leash rule for the whole city, but it does have a fairly precise map of where one applies. This guide sorts the rules so you know where the leash stays on before you set off. For places to eat and walk, see the directory of dog-friendly places in Osnabrück.

The city's "Rund um den Hund" map service lists exactly one dog off-leash area: the one at Haster Weg. It covers roughly 3,600 square metres. Dog portals describe it as fenced, with seating and a waste-bag dispenser. The city has not confirmed that, so check access and signs on site.
Off-leash running applies there only, not in the surrounding area. Look at who is already on the area before you unleash your dog, and put the leash back on when you leave. How to find a suitable meadow and what matters when unleashing is covered in our German guide finding a dog meadow.
The map service also lists 185 dog stations across the city. You can see where they are on the map itself.
The basis is the city's ordinance on public safety and order from 2016. It defines the city centre as the area bounded by Hasetorwall, Natruper-Tor-Wall, Heger-Tor-Wall, Schlosswall, Johannistorwall, Petersburger Wall, Konrad-Adenauer-Ring, August-Bebel-Platz and the railway lines. According to the city's map service, the Schlossgarten lies in this area.
The 2019 ordinance on the leash requirement applies as well. It prescribes a leash in the Bürgerpark, at Rubbenbruchsee/Natruper Holz and in all forest areas, all year round. The leash must be bite-proof and tear-proof. Dogs working in hunting, rescue, police or customs service are exempt. According to its text, the ordinance is valid until 30 June 2029. On cemeteries the cemetery bylaw regulates the leash requirement.
The leash also stays on:
Dogs are banned outright from playgrounds, sports grounds, school yards and nursery grounds. Where no leash rule applies, you still have to handle your dog so that it cannot jump at or attack anyone or chase animals. It may only run free if you can intervene. Always remove droppings immediately. Under the ordinances, violations can be punished with a fine of up to 5,000 euros.
Under section 33 of the Lower Saxony Forest and Landscape Act, dogs must be kept on a leash in forest and open countryside from 1 April to 15 July. The city of Osnabrück builds this rule into its ordinance and shows the affected areas in its map service. It also covers meadows and paths in open countryside. Exempt are, among others, dogs used for lawful hunting or as rescue, police and customs dogs.
Whether the off-leash area at Haster Weg has special rules during this period is shown on the signs there. When in doubt: keep the leash on.
The Bürgerpark is one of the areas with a year-round leash requirement. The ordinance means the area signed as Bürgerpark. It is a good place for a calm walk on the leash. Off-leash running is not intended there.
Around Rubbenbruchsee and the Natruper Holz the leash applies all year. Forest, lake and a place to stop come together here: the Café und Restaurant am Rubbenbruchsee states on its website that dogs are allowed. Still ask briefly before you sit down whether that applies inside and outside, because opening times and house rules change with the weather and the season.
According to the city's map service the Schlossgarten lies in the city-centre area with a year-round leash requirement. If you want a short walk from the old town, plan on a leash. Follow the signs on site.
We found no designated dog swimming spots for Osnabrück. Swimming with a dog is therefore not designated here: check the signs at each body of water. The city ordinance also prohibits bathing in waters outside public swimming facilities. In summer watch for blue-green algae at still waters and, when in doubt, do not let your dog into the water. In the Souldog map data, the Henne Cafébar (Osterberger Reihe), the Hamptons Café (Nikolaiort) and the Saro Tapas Bar & Lounge are among the places in Osnabrück confirmed as dog-friendly. The Café und Restaurant am Rubbenbruchsee mentions dogs on its own website. You can find all confirmed places in the Souldog app, and a selection in the directory of cafés and restaurants in Osnabrück. Ask briefly before your visit whether the rule also applies indoors. Tips on choosing are in our German guide Café mit Hund. For route planning, the parks and forests in Osnabrück help.
In the area of the Verkehrsgemeinschaft Osnabrück (VOS), dogs can be taken along free of charge under the tariff rules. The conditions of carriage require them to be under the supervision of a suitable person and to travel in a suitable container or on a short leash. Dogs that could endanger fellow passengers must wear a muzzle. Animals may not be placed on seats.
If you travel beyond the VOS area, the tariff of the next network or the railway applies. Taking a dog may cost something there. Check beforehand.
How do other cities compare? The German-language city comparison of dog rules shows dog meadows, leash rules and dogs on public transport for 31 large cities. Osnabrück is not one of them, but it gives you the benchmark.
