ACTIVITIES

Dog-friendly Kassel mostly means this: a leash applies in many parks, a short leash in the Bergpark Wilhelmshöhe and the Karlsaue, and so far there is one official dog area, in Wolfsanger. Knowing that before your walk saves you trouble with the public order office and the park staff.

his guide sorts out what applies to dogs in Kassel, where you can walk well and what trams and buses require. For each point it says where the rule comes from. What I could not confirm is marked as such.

In short

  • A leash requirement applies in Kassel on 49 areas listed in the dog ordinance (KHVO), including the city-centre pedestrian zone, the Aschrottpark, the Murhardpark and the Friedrichsplatz.
  • In the Bergpark Wilhelmshöhe and the Karlsaue the park rules apply: short leash, remove dog waste immediately, no bathing and no letting dogs bathe.
  • The city has opened a dog area in Wolfsanger as a pilot project, about 1,800 square metres.
  • With the Deutschlandticket your dog travels free in the NVV area; otherwise, according to the NVV, staff decide.
  • I did not find a Kassel rule for the breeding and rearing season.

Leash rules in Kassel: what applies

Kassel has no leash requirement for the whole city, but a list. The Kasseler Hundeverordnung of 30 June 2025 runs until the end of 2032 and requires a leash only on the areas listed individually in its annex. These are 49 areas, mostly parks and green spaces.

In short: In Kassel the leash requirement applies on 49 areas of the Kasseler Hundeverordnung, such as the city-centre pedestrian zone and parks like the Aschrottpark, the Murhardpark or the Weidepark. State rules add restaurants and public transport. According to the city, violations can cost up to 5,000 euros.

For orientation, the list includes the Aschrottpark, the Stadthallengarten, the Friedrichsplatz, the Murhardpark, the Nordstadtpark, the Bleichwiesen and the Finkenherd. You will find the full list with all boundaries on the City of Kassel site under the keyword Kasseler Hundeverordnung.

Beyond these areas, further rules apply, as the public order office lists them. Dogs must also be on a leash in restaurants and pubs, on public transport, at events with larger crowds, and at markets and fairs. Dogs are never allowed on playgrounds. You must remove dog waste immediately on streets and in green spaces. And your dog needs a collar with your details and a valid dog tax tag.

The Bergpark Wilhelmshöhe and the Karlsaue with a dog

The two big parks do not belong to the city but to the State of Hesse and are run by Hessen Kassel Heritage. That is why their dog rule is not in the KHVO but in each park's own rules. In both parks it reads the same: dogs must be kept on a short leash and dog waste must be removed immediately.

In both parks, bathing and letting dogs bathe is forbidden, as is any other use of the water. The park rules also ask you to stay on the marked park paths; planted areas must not be entered. So do not plan an off-leash round on the lawns. The water features in the Bergpark carry no drinking water, so do not let your dog drink from them.

A word on fines: both park rules name up to 10,000 euros for damage, littering and violations of the park rules. Staff have the right to exclude visitors from the grounds.

Fuldaaue: water off limits, path on the leash

For the Fuldaaue the public order office names two rules. Your dog may never go into the water or the bank area up to the first land path. On the first land path and above it, your dog may only be on a leash. So swimming with a dog is not allowed there.

Whether you may swim with a dog at other waters in and around Kassel, I have not confirmed. Swimming with a dog is not designated there; check the signs. In summer, blue-green algae can appear in lakes. Do not let your dog drink or swim when warning signs are up. More in our guide to swimming with your dog at lakes and the sea.

Dog park in Kassel: one official area

On 9 December 2025 the city opened a dog area in Wolfsanger, on Fuldatalstraße next to the fire station. It is a pilot project by decision of the city council and about 1,800 square metres in size. The city counts visitors with a sensor and wants to watch first how the area is accepted.

According to the city, the area is open to all dogs. Your dog stays under your supervision there and must not be on the area alone. The city asks you to pick up waste and to be considerate; more dominant dogs should be clearly controlled so they do not chase or hurt smaller ones.

I did not find other officially designated dog areas on the city's pages. Directory sites list further areas, but without city confirmation I do not name them. So the rule matters more than usual: off-leash running is allowed only on a clearly designated area, not in a whole park. For help judging an area, see our guide to finding a dog park. The place directory also has parks and forests in Kassel.

Breeding and rearing season: Kassel

Whether and when a leash requirement applies in Kassel's forests and fields during the breeding and rearing season, I cannot confirm. I did not find a Kassel bylaw on this. According to my research, in Hesse the towns and municipalities regulate it individually, with different periods. If you walk through fields and forest in spring, keep your dog on a leash and watch for signs. A dog that does not reliably come back belongs on a leash during this time.

Dogs on trams and buses: KVG and NVV

The Kasseler Verkehrs-Gesellschaft applies the conditions of carriage of the Nordhessischer Verkehrsverbund. They say this about dogs:

  • Dogs are carried only on a leash and under the supervision of a suitable person.
  • Dogs that could endanger fellow passengers must wear a muzzle.
  • Animals must not be placed on seats.
  • Dogs covered by section 2 of the Hessian ordinance on keeping and walking dogs are excluded from carriage.
  • Dogs accompanying a severely disabled person are admitted.

On fares, the NVV writes: you may take pets along free of charge, but the decision lies with the train or bus staff. With the Deutschlandticket, carrying a dog is free in the NVV area; outside the NVV other rules may apply. Check with the respective network before trips into the surrounding region.

Eating out with a dog in Kassel

I deliberately name no venues here. In Kassel I did not find a venue where I could document an explicit dog statement on its own site, and I would rather name none than unconfirmed ones. Third-party directory pages are not enough for me.

Two things apply anyway: under Hessian state law, dogs must be kept on a leash in restaurants and pubs, and whether your dog is welcome inside is up to the venue. Ask before you go whether this also applies indoors; many venues allow dogs only on the terrace. More tips are in our guide to dog-friendly cafés. Community places and confirmed venues are in the Souldog app and in the directory of dog-friendly places in Kassel.
