In designated dog parks and off-leash areas, a dog is generally allowed to run free; that is what they are for. Outside these areas, local rules apply, and they differ from city to city: leash requirements are regulated at the state level in Germany and supplemented by individual municipalities.

Roughly between March 1 and July 15 is also the breeding and nesting season (Brut- und Setzzeit). Several German states tighten leash requirements in forests and fields during this period to protect young wildlife. On-site signage always takes precedence.
