There is no law in Germany that bans dogs from restaurants and cafes. EU Regulation (EC) No 852/2004 on the hygiene of foodstuffs only requires that animals not contaminate areas where food is prepared and stored, in other words the kitchen. That rule does not apply to the dining room.
Whether your dog is allowed inside is therefore entirely up to the venue's house rules. That is exactly why a list like this one is useful: it gathers venues in Potsdam where dogs are welcome, instead of pointing to a rule that does not actually exist.
