Can I bring my dog into a restaurant?

There is no law in Germany that bans dogs from restaurants and cafes. EU Regulation (EC) No 852/2004 on the hygiene of foodstuffs only requires that animals not contaminate areas where food is prepared and stored, in other words the kitchen. That rule does not apply to the dining room.

Whether your dog is allowed inside is therefore entirely up to the venue's house rules. That is exactly why a list like this one is useful: it gathers venues in Frankfurt where dogs are welcome, instead of pointing to a rule that does not actually exist.

Guide dogs and other assistance dogs are a separate case: under Section 12e of the German Equal Opportunities for Persons with Disabilities Act (Behindertengleichstellungsgesetz, BGG), they generally cannot be denied entry.
